SUMMARY
OF MEETING TO DISCUSS INADEQUATE CORE COOLING (ICC)
INSTRUMENTATION On July 29, 1982, members of the NRC staff met with SCE in Bethesda, MD, to discuss the above subject.
Attendees at the meeting are given in Enclosure 1.
Material presented at the meeting by SCE is given in Enclosure 2.
The purpose of the meeting was to summarize the status. of the ICC instrumentation design, construction and startup schedule, and implementation schedule.
The last slide in Enclosure 2 presents the schedule for implementation of the ICC systems at San Onofre 2 & 3. With regard to the items listed in the column labeled "UNIT 3 FUEL LOAD", SCE stated that the HJTC's will be installed in Unit 3 by fuel loading, but will not be used as a diagnostic tool until:
- 1..The generic licensing activities being undertaken by Combustion Engineering in this area are complete,
- 2. Procedural guidelines for use of the HJTC's are developed and-approved, and
- 3. Operator training in the use of the system is completed.
SCE also stated that the items listed in the column labeled "UNITS 2 AND 3 FINAL" will be implemented as follows:
- 1. Unit 2: first refueling
- 2. Unit 3: sometime between the first refueling of Unit 2 and the first refueling of Unit 3.
