APPENDIX A NOTICE OF VIOLATION Southern California Edison Company Docket No. 50-206 2244 Walnut Grove Avenue License No. DPR-13 Rosemead, California 91770 As a result of the inspection conducted October 27 through 31 and November 10-14, 1986, and in accordance with the NRC Enforcement Policy, 10'CFR 2, Appendix C, the following violation was identified; 10 CFR Part 20.203(f)(1) requires that containers of licensed material shall bear a durable, clearly visible label identifying the radioactive contents.

10 CFR Part 20.203(f)(2).requires that the labels should provide sufficient information to permit individuals handling or using the containers, or working in the vicinity thereof, to take precautions to avoid or minimize exposures.

Contrary to the above requirement, 'on November 12, 1986 two 55 gallon drums containing licensed radioactive material were identified in the Unit 1 radiologically controlled area which exhibited radiation levels ranging from 15 mrem/hour. to 200 mrem/hour at cohtact, and were not labeled to identify the radioactive contents and did not contain information specified in section (f)(2).

This is a Severity Level V Violation (Supplement IV).;

No response to this Notice is required based on 'the prompt corrective' action taken and the commitment' made to correct the procedural inadequacy which was the root cause of this violation.
