Enclosed is the report (and attendant 766) of the special team inspection at
San Onofre Nuclear Generating Station, Units 1, 2, and 3 to review the
implementation of a program to meet the requirements of 10 CFR 50.49. This
inspection was conducted September 23 to 27, 1985, at.the plant site.
- The
inspection report contains seven Potential Enforcement/Unresolved Items,
some of which are applicable to each Unit, relative to implementation of a
10 CFR 50.49 program. Five of these items are considered to be Severity Level
IV violations, and we are enclosing input for a Notice of Violation to be
prepared by the region. These items are identified in the inspection report
as Potential Enforcement/Unresolved Items 50-206/85-30-1, -2, -3, -4;
50-361/85-29-1, -2; and 50-362/85-28-1, -2.
Two Potential Enforcement/Unresolved Items are still regarded as Unresolved
Items.
(1) Item 50-206/85-30-5, ASCO solenoid valve applies to Unit 1 only.
The licensee has indicated by phone that upon evaluation valve SV 3201
required only cleaning and painting to be restored to proper condition.
If
you can accept this disposition after reviewing the licensee's Engineering
Evaluation and corrective action, this item may be closed. (2) Item
50-206/85-30-6; 50-361/85-29-3; 50-362/85-28-3 involves replacement equipment
procurement and applies to all three units. If you can verify that the licensee
has corrected his-procurement procedures, and that no replacement equipment
has been procured contrary to paragraph (1) of 10 CFR 50.49, then this item may
be closed.
The inspection report also identifies six Open Items, some of which are
applicable to each Unit:
50-206/85-30-7, -8, -9; 50-361/85-29-4, -5, -6, -7;
and 50-362/85-28-4, -5, -6, -7. These Open Items are being referred to you
for appropriate followup and resolution.
