Ey letter cateo August 15, 1980, NRC Inspection Report No. 50-206/

80-17 was transmitted cocumenting the results of a special appraisal of the Health physics program at San Onofre conducted during the perioo of May 19-30, 1980.

Your letter inciuded as Appendix B a Notice of Violation. The enclosure to this letter provides our response to Appendix 8.

In accition, Appencix A of your letter identified seven (7) sicnificant appraisal findings for which you requested a written response within twenty (20) cays.

As discussed with Mr. J. L. Crews on September 4, 1980, Ecison will forware our responses to Appenaix A by September 30, 1980.

ENCLOSURE RESPONSE TO NOTICE OF VIOLATION DATED AUGUST 15, 1980 SAN ONOFRE NUCLEAR GENERATING STATION, UNIT 1 Notice of Violation

1. Title 10 CFR 20.203 (f) (1) & (2) recuires that containers of licensee materials bear a durable clearly visible label identifying the racioactive contents. Section (f) (3) of this requirement provices certain exclusions to this requirement.

Contrary to the above on May 19, 1980, multiple containers of packaged or partially packaged radioactive waste were observeo by the in=ecor to be unlabeleo. Appropriate labeling was promptly applied when called to the licensee's attention, an.action which was confirmec by the inspector on May 28, 1980. None of the exclusions in 10 C7R 20.203 (f) (3) were applicable. (Section 5.3).

This is a ceficiency.

Corrctive steos which have been taken ano the results achieved:

Each orum ano container of radioactive waste was immeoiately labeled with the proper label.

All personnel involvec in the packaging of radioactive material were notified as to the requirements for labels on such packages while beinc stored prior to shipment. A11 of these personnel were also provicec -raining in the procedures for handling, packaging, labeling and shipping of raGicactive material.

Corrective stecs which will be taken to avoid further items of noncompliance:

All personnel who will be involved in packaging.radioactive material for shipmenL will be trained in the procedures for proper handling, packaging, labeling and shipping of such material.

The date when full compliance will be achieved:

Full ccomiance has been achieved. All personnel involved in preparation of rauic.ative material for shipment have received training in the proper hanaling, packaging, labeling and shipment of such material. Any persons who wiill Le involved in these activities in the future will also receive this training.
