SUBJECT:

San Onofre Nuclear Power Facility In John Dickey's memorandum of June 3, 1981, relating to San Onofre you were advised that State and local plans and preparedness, at the present time, are not adequate.

This finding was provided on the basis of full power operations of the facility and in accordance with Revision 1 of NUREG-0654/FEMA-REP-1.

In Mr.

McConnells letter of March 12, 1980, to Mr.

Denton, FEMA concurred in the joint FEMA/NRC Steering Committee agreement on offsite emergency preparedness criteria for low power testing.

That agreement for low power testing made reference to three specific facilities.

We feel however, that San Onofre also satisfies the criteria.

It is located in the State of California whose plan Thas' received concurrence under the previous voluntary concurrence program of NRC.

Therefore, for the purpose of low power testing, we feel that offsite preparedness around San Onofre is adequate to protect public health and safety.
