Docket No. 50-206 Emergency Diesel Generators San Onofre Nuclear Generating Station Unit 1 The NRC SER on the emergency diesel generators for San Onofre Unit 1 included recommendations to relocate the existing diesel license conditions to the Technical Specifications. We are preparing the necessary license amendment application to implement this recommendation but as we previously discussed with the NRC staff we require additional time to resolve comments received during the internal SCE review process. We previously expected to submit the amendment application within a few days of the April 30, 1990 due date, but now expect submittal by May 31, 1990. Other open issues identified in the SER have been resolved and were submitted to the NRC on May 2, 1990.

License Condition 3.L(1) expires at the end of Cycle 10.

As recently discussed with the NRC staff, "the end of Cycle 10" should be interpreted as being coincident with plant entry into Mode 3 for Cycle 11 operation. The reason for this interpretation is that safety injection is not credited in Modes 4, 5, and 6 and therefore the emergency loads on the diesels are much lower than the 6000 kW loading permitted by License Condition 3.L(1).

The entry into Mode 3 is presently scheduled for November 1, 1990. We will need your approval of the forthcoming amendment application by October 1, 1990 so that the requirements contained in the amendment can be incorporated into the plant procedures by November 1, 1990.
