Docket No. 50-206, 50-361, 50-362, San Onofre Nuclear Generating Station Units 1, 2 and 3, Emergency Plan Exercise
Dear Mr. Fish:
In accordance with the guidance letters of August 3, 1983 and April 3, 1984 regarding submission of subject requirements, the complete package for the annual exercise scheduled for San Onofre Unit 1 during the week of October 23, 1989 is attached for your review and approval.
As agreed, because of your absence, this package is being sent to the attention of Kent Prendergast, for his eyes only, in light of the inclusion herein of the "unannounced" date and time of the exercise and the need to maintain confidentiality.
The exercise will be conducted on Monday, October 23, 1989 from 0900 to 1500.
Also be advised that in your contacts with SCE for this exercise, the only SCE personnel who know the date are Dave Peacor (714-368 6212) and I.
The other two planners who were privy to the initial discussion of the date, Keith de Lancey (714-368-8324) and Cyrus Anderson (714-368-6635),
are the lead offsite and onsite controllers, respectively.
While either may be contacted regarding any scenario-specific questions you may have, be advised both have been deliberately misled as to the exact date until nearer the exercise when it will be necessary to advise them.

September 5, 1989 Page 2 Should any of the NRC evaluators require badging for the exercise, please advise if this can be accomplished enough in advance of the exercise so as not to inadvertently disclose the date.
SCE will make arrangements for the pre-drill and post-drill briefing facilities for the NRC and we will look for your guidance on who should be included from SCE.
