April, 1989 The purpose of this letter is to provide assurance that a program, consisting of systematic measures to ensure that erosion/corrosion does not lead to degradation of single phase and two phase high energy (greater than 200 degrees Fahrenheit) carbon steel systems, has been implemented at San Onofre Units 1, 2 and 3. This letter is provided in response to Reference 1.

The NRC audited the San Onofre erosion/corrosion program on August 30 and 31, 1988. The results of this inspection, as documented in Section 7.3 of Reference 2 (San Onofre is plant 7), were that "the licensee's erosion/corrosion monitoring program meets the intent of the NUMARC guidelines and is above industry standards" and that "appropriate controls are in place at the site."

Further, all of the recommendations made by the NRC inspection team have been incorporated into the San Onofre erosion/corrosion program.

In summary, San Onofre has implemented a long term erosion/corrosion monitoring program including formalized procedures and administrative controls that incorporated both NUMARC and EPRI guidelines. This program ensures that the structural integrity of all single and two phase high energy carbon steel systems is maintained.
