Dear Mr. Collins:

In reply to Mr. H. Denton's letter of March 29, 1980, we have revised the Cperator Requalification Program for San Onofre.

This revision in corporates the following requirements of Mr. Denton's letter:

Requirement:

Section A.2.e "Instructors shall be enrolled in appropriate requalifi cation programs.

Response

The requalification program has been revised to require that all licensed instructors be participants in the requalification program.

Requirement:

Section C.I.

"Content of the licensed operator requalification programs shall be modified to include instruction in heat trasfer, fluid flow, thermodynamics and mitigation of accidents involving a degraded core."

Response

Lectures have been developed and included in the training and requalifica tion program to cover these areas.

Requirement:

Section C.2.

"The criteria for requiring...

accelerated requalifica tion shall be modified....

80% overall and 70% each category."

Response

This requirement has been incorporated in the requalification program and will be the criteria on this year's requalification examination.

tAO Requirement:

Section C.3.

"Programs should be modified to require control manipula-A tions listed in enclosure 4...

An appropriate simulator may be used to satisfy the requirements for control manipulations."

Response

These control manipulations have been included in the requalification program along with the simulator requirement.

This revised requalification program is a temporary change.

Southern California Edison has a contract with NUS Corporation to completely revise the training and requalification programs.

This project will be completed in early 1981 after publication of the revised 10 CFR 55.
