Southern California Edison Company P.O. BOX 800 2244 WALNUT GROVE AVENUE

ROSEMEAD, CALIFORNIA 91770 September 11, 1980 Director of Nuclear Reactor Regulation Attention:

D. M. Crutchfield, Chief Operating Reactors Branch #5 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Gentlemen:

Subject:

Docket No. 50-206 Technical Specification Regarding Refueling Pool Water Level San Onofre Nuclear Generating Station Unit 1 By letter dated August 15, 1980, the Division of Licensing requested a review of the Technical Specifications to ensure at least 23 feet of water over the top of the reactor pressure vessel flange during movement of fuel assemblies or control rods.

San Onofre Unit 1 Technical Specification 3.8, Fuel Loading and Refueling, requires that the water level be maintained at an elevation not less than 40'3" in the refueling pool during movement of fuel assemblies and RCC's.

Because the elevation of the reactor pressure vessel flange is 17'3", this specification satisfies the recommended 23-foot minimum water level; therefore, no action is required.

If you have any questions or desire additional information concerning the above, please contact me.

Very truly yours, K. P. Baskin Manager of Nuclear Engineering, Safety, and Licensing 800g190q g
