Docket No. 50-206 Amendment No. 90 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and thirty-seven conformed copies of Amendment No. 90 in Docket No. 50-206.

Amendment No. 90 consists of Proposed Change Nos. 91 and 92 to the Technical Specifications incorporated into Provisional Operating License No. DPR-13 as Appendices A and B.

Proposed Change No. 91 is a request to modify the Basis of the existing.Technical Specifications to describe the offsite power sources to the station which will be operational at the completion of the cutover to the new switchyard which is under construction in conjunction with San Onofre Units 2 and 3.

It is possible that the cutover will not be completed prior to the startup of San Onofre Unit 1 scheduled to commence June 1, 1980, following the refueling outage, so that the minimum number of incoming lines described in the Basis will not be in place. Under these circumstances, the limiting condition for operation as required by the Technical Specifications will still be met since a minimum of two offsite lines will be available prior to startup.

Proposed Change No. 92 is a request to modify the existing Technical Specifications to incorporate the changes required due to the implementation of the Fire S
