78 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and thirty-seven conformed copies of Amendment No. 78 in Docket No. 50-206.
Amendment No. 78 consists of Proposed Change No. 79 to the Technical Specifications incorporated into the above-numbered license as Appendices A and B.
Proposed Change No. 79 is a request to revise Appendix B, Environmental Technical Specifications 2.2.2, "Added Process Chemicals", and 5.8.3, "Chemical Effluents".
The Proposed Change would increase the annual discharge limit of sulfuric acid to allow discharge of San Onofre Units 2 and 3 startup flushing waste water directly into the San Onofre Unit 1 circulating water system. The existing NPDES permit for San Onofre Unit 1 authorizes the discharge of San Onofre Units 2 and 3 waste water through the San Onofre Unit 1 circulating water system as an interim measure until the San Onofre Units 2 and 3 circulating water system is completed and placed in service. The Proposed Change has been discussed with members of the NRC staff. In accordance with their request, a copy of the San Onofre Unit 1 NPDES permit accompanies this letter, and the local authority who should be contacted regarding the NPDES is as follows:

-2 It is respectfully requested that your review be completed and appropriate action taken in a timely manner. It is currently projected that the cleaning, flushing and startup of San Onofre Units 2 and 3 systems will begin in late April, 1979.
As discussed in the supporting benefit-cost analysis of the Proposed Change, timely approval will result in a significant savings at no cost to the environment.
Also enclosed is Southern California Edison Company's Check No. T009903 dated April 17, 1979, in the amount of $4,000.00 as required by 10CFR 170.22.

ELECTRIC COMPANY, pursuant to 10 CFR 50.90, hereby submit Amendment No. 78.
This amendment consists of Proposed Change No. 79 to the Technical Specifications incorporated in Provisional Operating License No. DPR-13 as Appendices A and B.
Proposed Change No. 79 is a request to increase the annual discharge limit of sulfuric acid from San Onofre Unit 1. The increase is necessary in order to permit the temporary discharge of waste water from the cleaning, flushing and startup of San Onofre Units 2 and 3 via the San Onofre Unit I circulating water system. This method of disposing of the startup waste water from San Onofre Units 2 and 3 will be utilized until the San Onofre Units 2 and 3 circulating water system is placed in service.
In the event of conflict, the information in this Amendment No. 78 supersedes the information previously submitted.
In our opinion, the proposed change does not result in a condition which significantly alters the impact of San Onofre Unit 1 on the environment, and there is reasonable assurance that the health and safety of the public will not be endangered by the pro posed change.
Pursuant to 10 CFR 170.22, Proposed Change No. 79, submitted as Amendment No. 78, is determined to be a Class III change. The basis for this determination is that the change addresses a single environmental issue and is deemed not to involve a significant hazards condition.
Accordingly, the fee of $4,000.00 corresponding to this determination is remitted herewith as required by 10 CFR 170.22.
