SUMMARY

OF MEETING TO DISCUSS STAFF QUESTIONS ABOUT UPDATED FIRE HAZARDS ANALYSIS (UFHA)

On December 10 and 11, 1986, representatives of the licensee and the NRC staff met in Bethesda, Maryland to discuss questions/concerns which have arisen in conjunction with the staff's review of the licensee's UFHA and subsequent correspondence. The questions were transmitted to the licensee by letter dated October 6, 1986. A list of attendees at the meeting is enclosed, as is a copy of a licensee-prepared handout which was used as an informal agenda.

The licensee described proposed responses to individual requests for additional information which were contained in the staff letter of October 6, 1986. The staff provided clarification regarding certain issues raised in this letter.

The staff also presented examples of certain analytic techniques and fire protection features which have been found acceptable at other plants to resolve similar questions/concerns to those identified at SONGS 2/3.

With regard to the licensee's Appendix R safe shutdown analysis, the staff reaffirmed that, in order to conform with previously published staff guidelines, the licensee's method of assuring a post-fire shutdown capability should be based on the assumption that offsite power will not be available.

It was mutually agreed that a satisfactory manner for the licensee to respond to a number of the questions raised by the staff was for the licensee to submit a revised safe shutdown/alternate shutdown analysis. The staff noted, however, that this analysis should contain sufficient information to address the issues and information requirements identified in Generic Letter 81-12, and 86-10, and certain IE notices relating to the adequacy of the safe shutdown and alternate shutdown capabilities. These issues include:

an "associated circuits" analysis; hi-low pressure interfaces; multiple high impedance faults; electrical isolation of the alternate shutdown capability; and manual actions inside the control room and "fire area".

-2 concern to NRR and Region V, including controls on transient combustibles and lona-term changes to the fire protection program. The NRR representatives informed the resident inspector and representatives of Region V of the results of these discussions. Appropriate follow-up action by the Region will be initiated.

The licensee stated that a response to the staff October 6, 1986 letter is tentatively scheduled to be submitted in March, 1987.
