February 22, 1991 Docket No. 50-206 Mr. Harold B. Ray Senior Vice President Southern California Edison Company Irvine Operations Center 23 Parker Street Irvine, California 92718

Dear Mr. Ray:

SUBJECT:

SAN ONFORE UNIT 1 CONFORMANCE TO REGULATORY GUIDE 1.97 Southern California Edison (SCE) Company responded to the post-accident monitoring instrumentation requirements as addressed by Regulatory Guide (R.G.) 1.97, Revision 2 with submittals dated December 16, 1985, May 29, 1987, December 29, 1988, February 17, 1989, June 3, 1989, January 9, 1990, and May 2, 1990. A review of the SCE submittals was performed by EG&G Idaho, Inc.

under a contract to NRC.

The EG&G Technical Evaluation Report, EGG-NTA-7187, and the associated NRC Safety Evaluation Report are enclosed. The evaluations conclude that several San Onfore Unit 1 instrumentation systems do not conform to the R.G. 197 guidelines and that adequate justification for these deviations has not been provided. You will have an opportunity to respond to the identified deviations during an NRC, R.G. 1.97 inspection at San Onfore Unit 1, scheduled to commence March 11, 1991.

Sincerely, Orinal Slgnad By:

George Kalman, Senior Project Manager Project Directorate V Division of Reactor Projects III/IV/V Office of Nuclear Reactor Regulation
