SUBJECT:

DC THERMAL BARRIER PUMP TEST Thank you for your letter dated January 2, 1991, in which you described your plans for revising station blackout procedures and your proposal to test the DC thermal barrier pump. You also requested permission to remove the Component Cooling Water (CCW) System from service for 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> to perform the pump test.

A secured CCW System is a test prerequisite.

There are no direct regulatory requirements governing operation of the CCW while the reactor is defueled. However, in a safety evaluation supporting license amendment 132, submitted on May 16, 1990, you stated that one train of the CCW System will operate at all times during the Cycle 11 outage. We concur with your current assessment that there is minimal safety significance in securing the CCW for 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> while the reactor is defueled and while the heat load in the spent fuel pool is relatively small.

Pump data obtained during the test will increase the safety margin of future operations. The benefit derived from the proposed test outweighs the minimal concerns associated with securing the CCW System. We approve your request to secure the CCW under the conditions and restrictions outlined in your letter dated January 2, 1991.
