Same as above This letter provides a revised completion date for our vital area barrier penetration program commitment in the referenced letter.
Southern California Edison (SCE) committed to upgrade 48 HVAC penetrations through vital area barriers.
(These are in addition to the 18 penetrations which were upgraded prior to the May 1,
.1990 letter referenced above).
SCE originally planned to complete the upgrades on 46 of the 48 HVAC penetrations by December,31, 1990. The remaining 2 HVAC penetrations, located inside Unit 2 containment, were scheduled to be upgraded during the Unit 2 Cycle 6 refueling outage scheduled for July to September, 1991.
In August, 1990, we took advantage of access to the Unit 2 containment during the Unit 2 steam generator feed ring repair outage and upgraded the 2 penetrations inside containment.
Upgrades on 40 of the 48-penetrations are now complete, and an additional 4 penetrations are scheduled to be upgraded by December 31, 1991.
Upgrade of the remaining 4 penetrations, which are located in the Units 2 and 3 fuel handling buildings, requires the normal HVAC system to be taken out of service.
(Two of these four penetra tions do not penetrate a vital area barrier during normal operation. These 2 HVAC ducts will penetrate a vital area barrier only during extended outages when the vital area is reconfigured for ease of containment access).

being maintained operable to provide a habitable work environment for personnel involved in reracking the spent fuel pools.
Consequently, to support reracking, the four HVAC vital area barrier penetrations in the Units 2 and 3 fuel handling buildings will not be upgraded by December 31, 1990. However, upgrading will be completed by January 31, 1991.
