50-206 Safety Injection System Modification San Onofre Nuclear Generating Station Unit 1 By letter dated February 18, 1982, we submitted a tabulation of the corrected SIS valve opening force data obtained from the November 1, 2, 23 and 24, 1981 hot SIS tests.

On February 27, 1982, we completed the required hot SIS test and advised you by telephone on March 1, 1982 of the results.

This letter provides written notification of the results of that test.

The calculated opening force for HV-851A was 120 pounds force and for HV-851B was 4520 pounds force as indicated in the table below.

As indicated to you by telephone, the small force required to open HV-851A has been attributed to the different times in which the valves started to open.

Valve HV-851B started to open 1.27 seconds before HV-851A. Since the valves discharge into a common header, the pressure around HV-851A appeared to have equalized by the time it started to open.

In fact, pressure indication domnstream of HV-851A was 40 pounds greater than upstream. This could have pushed the downstream disc off its backseat so that the only opening force necessary would be that needed to lift the discs and stem.
