Docket Nos. 50-206, 50-361 and 50-362 San Onofre Nuclear Generating Station Units 1, 2 and 3 SCE's letter of February 2, 1981, indicated that the requirements of NUREG-0737, Item III.A.2 -

"Improving Licensee Emergency Preparedness - Long Term," would be satisfied consistent with the implementation schedule specified in NUREG-0737.

Subsequently the NRC's letter of February 18, 1981, provided further clarification of this item, along with proposed implementation dates, and requested a revised date and justification be proposed for any dates that could not be met. SCE's letter of July 1, 1981, stated that the Emergency Operating Facility for San Onofre, "is expected to be operational by October 1, 1982," on the basis of project status at that time.

A detailed review of current project schedules indicate that SCE is on schedule for compliance with the October 1, 1982 target date, however, there are no allowances in the schedule for potential adverse weather conditions, material delays or labor relations problems.

Should any of these unforeseen delays evolve, this target date will be in jeopardy.

Consequently, even though the San Onofre Emergency Operating Facility is currently under construction and will continue to be targeted for completion by October 1, 1982, we request that the "full operational capability" date be revised to January 1, 1983.
