Docket No. 50-206 Systematic Evaluation Program San Onofre Nuclear Generating Station Unit 1 The purpose of this letter is to document the schedule for completion of the Systematic Evaluation Program (SEP) for San Onofre Unit 1 as discussed at the meeting with the NRC on January 28, 1982.

This letter discusses the schedule for completion of assessments for those topics for which SCE has responsibility and also SCE's proposed approach and schedule for performing the SEP integrated assessment.

The schedule for completion of those topic assessments to be prepared by SCE is provided in the Enclosure to this letter. The schedule dates ensure that all topics will be complete by December 1982 in accordance with the latest issue (November 30, 1981) of NUREG-0485, the SEP Status Summary Report. It should be noted that the schedule for SEP Topics III-3.A, Effects of High Water Level on Structures, and III-4.C, Internally Generated Missiles have been revised from the dates discussed at the January 28 meeting. The former was revised to reflect the NRC schedule for completion of Topics II-3.A and II-3.B as discussed with the NRC staff. The latter was revised based on further review of the level of effort required to complete the evaluation.

In addition, at the January 28 meeting, the schedule for Topics III-5.A and III-5.B regarding high energy line breaks was discussed because the completion of these topics is scheduled for December 1, 1982. We agreed to meet with the staff in early February to discuss our program for resolution of these topics and to discuss ways of expediting this schedule.

That meeting is currently being scheduled with the staff.

I With respect to the SEP integrate@djssessment, we are proposing that the integrated assessment for San Onofre UbW C1 be performed by SCE and submitted to the NRC for your review and concurrence. It would be our intention to perform conceptual engineering of modifications which would resolve all differences from current criteria and to base the integrated assessment on cost benefit and risk considerations associated with these conceptual modifications. Although we do not have a plant specific probabilistic risk assessment (PRA) for San Onofre Unit 1, it would be our intention to use available PRA studies and techniques to the extent possible.

It would be our intention to meet with the NRC on a regular basis during this time period to discuss various milestones and obtain NRC feedback on the progress of.the integrated assessment process.
