Docket No. 50-206 Steam Generator Tube Inspections San Onofre Nuclear Generating Station Unit 1 The purpose of this letter is to advise you of our interpretation of Technical Specification 4.16.D.1 (Inservice Inspection of Steam Generator Tubing).
This Specification requires that the inspections in Technical Specifications 4.16.A and B shall be performed not less than 10 nor more than 24 calendar months after the previous inspections. This frequency is interpreted to be calendar months of operation above cold shutdown conditions (i.e., during periods when the steam generators are above ambient temperature and pressure).
As you are aware, San Onofre Unit 1 was shut down in April, 1980 for refueling and routine maintenance, including inspection of the steam generator tubing in accordance with Technical Specifications 4.16.A and B. The results of the inspections were submitted by our letter dated June 24, 1980. However, because of the steam generator repair program (i.e., installation of sleeves in the steam generator tubes), San Onofre Unit 1 did not go above cold shutdown conditions until June, 1981.
Accordingly, the inspections required by Technical Specifications 4.16.A and B will be performed not less than 10 nor more than 24 calendar months of operation above cold shutdown conditions commencing from June, 1981.
For your information, San Onofre Unit 1 will be shut down within six equivalent months of operation from the start of the current Cycle 8 operation to perform the inspections planned to monitor the effectiveness of the steam generator repair program as required by License Condition 3.E.
We are projecting that six equivalent months of operation will be achieved in May, 1982. The inspection program which will be utilized for the inspections will be submitted to the NRC at least forty-five days prior to the scheduled shutdown as required by License Condition 3.E.
