Docket 50-206 Technical Specification Revisions for Snubber Surveillance San Onofre Nuclear Generating Station Unit 1 By letter dated March 23, 1981, you requested submittal of a license amendment application relative to the above subject within 120 days. By letter dated August 18, 1981, we indicated that submittal would be delayed until September 18, 1981.
Two aspects of the model Technical Specifications forwarded by your March 23, 1981 letter require (1) that a request for an exemption be submitted and approved prior to removing any snubbers from the list of snubbers to undergo functional tests, and (2) that at least 25% of the list be snubbers from three specific categories. As a result of reviews by our safety committees in accordance with the technical specifications in preparation for submittal by September 18, 1981, we realized that we had insufficient field information related to these requirements. Accordingly, we are reviewing isometric drawings for guidance to snubber locations and are performing a thorough field walk-down. These activities will help (1) determine if it is necessary to request an exemption from the snubber functional testing at this time, and (2) identify snubbers in the three specific categories. It is now expected that a license amendment application relative to the above subject and a request for exemption, if necessary, can be submitted by November 30, 1981.
