50-206 Systematic Evaluation Program San Onofre Nuclear Generating Station Unit 1 This letter is in response to your March 13, 1981 letter on SEP Topics VI-7.C, ECCS Single Failure Criterion and Requirements for Locking Out Power to Valves, and VI-7.C.2, Failure Mode Analysis.

Your assumption that we have complied with your October 16, 1978 request to install redundant undervoltage relays on each of the 4160 V buses IC and 2C during the Cycle 7 refueling outage is correct.

The redundant undervoltage relays were installed during the Cycle 7 refueling outage as part of Design Change 78-17.

The remaining three modifications as identified in your October 16, 1978 letter have not been implemented, but postponed into the integrated assessment of the Systematic Evaluation Program.
