Letter R. H. Engelken to Dr. L. T. Papay dated April 4, 1980, subject: Failure of San Onofre Unit 1 Salt Water Cooling System on March 10, 1980.

Reference 1 describes a series of events surrounding failures in certain components in the auxiliary salt water cooling pump which are required.to.be operable under San Onofre Unit 1 Technical Specification 3.3.1.

In Reference 2 the Edison Company was requested to "determine the design and procedural changes that need to be made to upgrade the auxiliary salt water cooling pump to be comparable in design and operation to the North and South salt water cooling pumps. Upon completion, you will provide to this office, in writing, the results of your determination."

This letter is to inform you that our review of the function and capabilities of this pump is complete. Since, as noted in Reference 2, we no longer take credit under Technical. Specification 3.3.1 for this pump, we have concluded that full upgrading of this pump in accordance with your request of Reference 2 is not required. Nevertheless, we do intend to substantially improve this pump to enhance its reliability and dependability. Such modifications will include improvements in the vacuum priming system, installation of mechanical seals to minimize air in leakage or provisions for gland sealing water and other minor modifications. These modifications will be described in a design change which will be reviewed and approved as required by 10 CFR 50.59 and will be complete by December 31, 1981.

All of these modifications, and any future repairs or modifications to this pump, will be made in accordance with our procedures for work on safety related components and in accordance with 10 CFR 50, Appendix B.
