Docket No. 50-206 Amendment No. 67, Deletion of Water Quality Technical Specifications San Onofre Nuclear Generating Station Unit 1 This is regarding Amendment No. 67 to Provisional Operating License No. DPR-13, which was transmitted to us by your letter dated March 11, 1983.

Prior to receipt of this amendment, we discussed its substance with the NRC staff members and we further agreed that any changes to our NPDES permit, as well as any violations of this permit, will be reported to the NRC.

This letter is to confirm the above commitment in writing.

Effective retroactive to March 11, 1983, the NRC will be provided copies of:

(1) any changes to the effectiveNPDES permit, and (2) any permit violations requiring written notification to the California Regional Water Quality Control Board, San Diego Region, and the Environmental Protection Agency, Region IX, in San Francisco. The above information will be submitted to the NRC Regional Administrator for Region V, at the same time it is reported to, or received, from the Water Quality Control Board. A copy of the same information will also be sent to the NRC's Director, Office of Nuclear Reactor Regulation, Washington D.C.

In reviewing Amendment No. 67 against the Environmental Technical Specifications (ETS), we noted that the amendment affects not only Section 2 of the ETS but also Sections 1 (DEFINITIONS) and 5 (ADMINISTRATIVE CONTROLS).

Per our discussion with the NRC staff members, a new proposed change to the Environmental Technical Specifications consisting of all the page revisions due to Amendment No. 67 will be prepared and forwarded for NRC's approval.
