Southern California Edison Company P.O. BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD, CALIFORNIA 91770 March 17, 1983 Director, Office of Nuclear Reactor Regulation Attention:

D. M. Crutchfield, Chief Operating Reactors Branch No. 5 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C.

20555 Gentlemen:

Subject:

Docket No. 50-206 Systematic Evaluation Program Topic XV-10 San Onofre Nuclear Generating Station Unit 1

Reference:

April 20, 1982 letter from W. Paulson, NRC, to R. Dietch, SCE, concerning same subject The referenced letter provided us with your safety evaluation report for SEP Topic XV-10, Chemical and Volume Control System Malfunction that Results in a Decrease in Boron Concentration in the Reactor Coolant. Although you stated in the referenced letter that this report completes your evaluation of Topic XV-10, we have identified a statement in the report that requires revision in order to be correct.

Page 4 of the report lists the means by which an operator would be alerted of a boron dilution event. Item 1 of this list is an "increase in the audible count rate from the in-core detectors."

The audible count rate is actually generated by the ex-core detectors. This discrepancy should not impact the conclusions stated in your safety evaluation report.

As discussed above, the statement should be revised in order for your safety evaluation report to be correct.

Please contact me if you have any questions or require additional information concerning this matter.
