Southern California Edison Company P.O. BOX 800 2244 WALNUT GROVE AVENUE ROSEMEAD, CALIFORNIA 91770 February 7, 1983 Director, Office of Nuclear Reactor Regulation Attention:

Mr. D. M. Crutchfield, Chief Operating Reactors Branch No. 5 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C. 20555 Gentlemen:

Subject:

Docket No. 50-206 Systematic Evaluation Program Topic VII-1.A San Onofre Nuclear Generating Station Unit 1

Reference:

A. January 20, 1983 letter from R. W. Krieger, SCE, to D. M.

Crutchfield, NRC B. November 12, 1982 letter from D. M. Crutchfield, NRC, to R. Dietch, SCE Reference A provided our comments or an indication that there were no comments on eight of the SEP topics for which Reference B requested verification of factual correctness. Our continuing review of these topics has identified a discrepancy between the as-built San Onofre Unit 1 facility and comment number 4 on Topic VII-1.A provided in Reference A. This comment reads as follows:

"4. Section 3.1.7 of your contractor's topical assessment report states:

'Other outputs from the intermediate range nuclear instrumentation include signals to local and remote indicators, a recorder and the data logger.'

The referenced data logger does not receive output signals from the intermediate range nuclear instrumentation. This data logger is disconnected and is not in use at San Onofre Unit 1. Therefore, the evaluations contained in Section V, Item 2 of your safety evaluation report and Sections 3.1.7, 3.1.8 and 4.0, Item 2 of your contractor's topical assessment report should incorporate this consideration."

Mr. D.

February 7, 1983 Our review inadvertently overlooked the following system arrange ment:

nuclear instrumentation provides input to the data logger which in turn provides input to the overpower recorder. This system arrangement was not immediately identified since the overpower recorder (whose only function is to provide a record of overpower transients above 120% power) is seldomly consulted. Therefore, please disregard comment number 4 on Topic VII-1.A in Reference A.

If you have any questions or desire additional information, please contact me.

Very truly yours, R. W. Krieger Supervising Engineer San Onofre Unit 1 Licensing
