Reference B included additional information as requested by the regulatory staff. It was noted in the enclosure to refer ence 2 that due to the conservative design of the new fuel storage racks, the keff could be expected to be well below 0.98 even assuming optimum modera tion.
It was also indicated that the keff for the spent fuel racks would be maintained equal to or below 0.95 as our Technical Specification section 5.4 states that the spent fuel storage facility is designed such that k is main tained at < 0.9.
We have performed an analysis to verify these values of keff for new and spent fuel storage.
The results show that the maximum keff for the new fuel storage racks for the worst case abnormal conditions with all uncer tainties including optimum moderation is 0.843. For the spent fuel racks assuming the worst case abnormal conditions including water temperature varia tion from 680F to 212oF with non-borated water the keff is calculated to be 0.896.
