Docket No. 50-206 In-Situ,Soil Conditions SEP Topic 111-6 Seismic,Design.Considertions San Onofre Nuclear Generating Station Unit 1 In a letter to the NRC dated April 30, 1982 we identified the fact that backfill soil conditions were encountered during recent excavation activities associated with foundation modifications to the turbine building which were not consistent with our analysis assumptions. At the locations encountered during the construction, field modifications were implemented to resolve these areas.
In addition to the field modifications, SCE initiated a detailed evaluation of the in-situ backfill conditions at the site and the effect of these in-situ conditions on the seismic reevaluation of the plant structures, systems and components. The report providing the results of this evaluation is provided as an enclosure to this letter.
It is concluded that the results of all of the structures evaluated in the enclosed report are not affected by the in-situ soil conditions. The evaluation for the fuel storage building will be provided by October 1,1982.
The evaluation of the turbine building east heater platform and south extension will be based on the results of excavations to be made as part of modifications to these structures during the current outage. It is anticipated that these structures will be evaluated similar to the west heater platform and north extension in the enclosed report. With respect to components, it is concluded that several individual items require modifications as a result of the in-situ backfill conditions. These modifications, which are identified in Section 5 of the enclosed report, will be implemented during the current outage.

August 17, 1982 Based on the information in the enclosed report, it is concluded that the in-situ backfill conditions generally do not impact the conclusions of the previous seismic analyses.
For those specific items which could be affected, modifications will be implemented during the current outage.
