APPENDIX B NOTICE OF DEVIATION Southern California Edison Company Docket Nos.
50-361 50-362 San Onofre Units 2 and 3 License-Nos. NPF-10 NPF-15 The following deviation was identified during an NRC inspection conducted on May 22 through July 2, 1988.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the deviation is listed below:
Paragraph 9.1.2.2 of the Updated Final Safety Analysis Report (Revision
- 4) for San Onofre Nuclear Generating Station Units 2 and 3 states:
"All connections to the spent fuel storage pool are made so as to preclude the possibility of siphon draining of the pool."
Contrary to the above, the fuel pool purification system suction piping (015-4"-J-LLO) was found on June 22, 1988 to extend to the bottom of the spent fuel storage pool, and system features did not preclude the possibility of.siphon draining of the pool.
Southern California Edison Company is hereby requested to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN:
Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region V, and a copy to the NRC Senior Resident Inspector, San Onofre Nuclear Generating Station, within 30 days of the date of this Notice.
This reply should include (1) the reason for the deviation, if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further deviations, and (4)the date when your corrective action will be completed.
Please inform us if you are unable to respond within 30 days.
