IE BULLETIN 80-18 MAINTENANCE OF ADEQUATE MINIMUM FLOW THRU CENTRIFUGAL CHARGING PUMPS FOLLOWING SECONDARY SIDE HIGH ENERGY LINE RUPTURE Reference is made to your correspondence of July 24, 1980, forwarding -the subject IE Bulletin. The Bulletin required actions by licensees concerning potential centrifugal charging pump (CCP) damage due to a lack. of minimum flow before applicable safety injection (SI) termination criteria are met (following a secondary side high energy line rupture).
The calculations ano equipment mooifications describeo in the afore mentioned IE Bulletin are not required at San Onofre Unit 1. The reasons are as follows:
- 1. Each.CCP for San Onofre.Unit I contains a minimum flow bypass line which remains open during pump operation and/or initiation of SI.
- 2. The minimum flow bypass line contains a flow orifice which was sized to ensure that minimum flow requirements are met.
- 3.
The presence of the open minimum flow bypass line was assumed in all analyses.
- 4. During normal plant operation, at least one (1) CCP is always on the line. Consequently there have been numerous occasi hen the CCP's ran against a shut-off head. Past experience has sho
, in all cases, minimum flow requirements were met.

U.S. Nuclear Regulatory Commission September 18, 1980 In addition to the above, no credit has been taken in the safety analysis for operation of the CCP's curing safety injection. Credit is taken for the operation of the pumps subsequent to safety injection.
