7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION SOUTHERN CALIFORNIA EDISON COMPANY SAN DIEGO GAS AND ELECTRIC COMPANY DOCKET NO. 50-206 NOTICE OF ISSUANCE OF AMENDMENT TO PROVISIONAL OPERATING LICENSE The U.S. Nuclear Regulatory Commission (Commission) has issued Amendment No.112 to Provisional Operating License No. DPR-13, issued to Southern California Edison Company and San Diego Gas and Electric Company (the licensees), which revised the Technical Specifications for operation of the San Onofre Nuclear Generating Station, Unit 1, located in San Diego County, California.

The amendment was effective as of the date of issuance.

The amendment (1) revises Technical Specification 3.9, "Core Average Burnup," to be based on moderator temperature coefficient rather than core average burnup, (2) incorporates more frequent correlation verification of the excore axial offset monitoring instrumentation and (3) revises the formula for determining incore axial offset.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter 1, which are set forth in the license amendment.

Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER on 123 07 881020 pD ADc'OC 05000206

-2 July 8, 1988 (53 FR 25713). No request for a hearing or petition for leave to intervene was filed following this notice.

The Commission has prepared an Environmental Assessment related to the action and has determined that an environmental impact statement will not be prepared and that issuance of this amendment will have no significant adverse effect on the quality of the human environment.
