Dear Mr. Nunn:
Currently, the NRC is in the process of re-evaluating the effect of debris accumulation on sump performance. The re-evaluation has been designated GSI-1 91, "Assessment of Debris Accumulation on PWR Sump Performance." In order to help ensure the successful resolution of GSI-1 91, the NRC has decided to utilize a number of reference plants to develop a containment and ECCS sump design information base representative of operating PWRs which would be used in our generic studies to achieve this goal. We would like to include San Onofre Nuclear Generating Station as one of the several reference plants in the GSI-1 91 study.
Reference plants will be requested to:
(1) Accommodate one plant visit to tour containment (if possible), tour sump area (if possible),
and review plant drawings.
(2) Accommodate one or two meetings (at site or via telephone conference) between plant personnel responsible for containment, sump, and accident analysis with NRC staff from the Office of Nuclear Regulatory Research.
(3) Provide copies of plant evaluation, P&ID, and detail drawings.
It should be noted that the plant visit is not an inspection nor audit. It can best be characterized as
.a meeting to facilitate the gathering of information and plant specific insights to ensure that our studies are realistic. The information collected will be used in the GSI-1 91 study being conducted by the Office of Nuclear Regulatory Research. The names of reference plants will not be used in publications or presentations. Also, reference plants will be given an opportunity to review documents prior to publications to ensure that their plant is correctly represented.
In March 1999, Mr. Aleck Serkiz of my staff, visited your plant to gain insights into the condition of Class I coatings in the SONGS Unit 3 containment and to make arrangement to obtain coating samples for shipment to Westinghouse Savannah River Technical Center. During a tour of the containment, a number of digital photographs were taken by Mr. Jon Cavallo, Corrosion Control Consultants and Labs, Inc., of the coatings and area around the emergency sump. We would

appreciate receiving a copy of those photographs in digital format. Mr. Serkiz also held discussions with plant staff regarding plant elevation drawings, containment layout drawings, and sump design/fabrication drawings. Mr. Michael McBrearty of your staff has copies of the drawings that were discussed. We would appreciate your sending those copies to: Dr. D.V.
