Items which have changed since our last submittal are indicated by a bar in the right margin.

The enclosure also lists the current Offsite Emergency Planning Order and the Emergency Plan Training Program Description, which are referenced in the Emergency Plan.

RESPONSIBILITIES AND OFFSITE INIERFACES I. OBJECTIVES A. To assign responsibilities and define organizational jurisdiction of Offsite Emergency Planning (OEP) relating to emergency preparedness activities. Refer to Reference II.B.1 for San Onofre Nuclear Generating Station (SONGS) Emergency Plan implementation responsibilities.

B. To identify the requirements for coordination and management of the local, State and Federal offsite emergency preparedness activities associated with SONGS in accordance with the Emergency Plan, State and Federal guidance and requirements (II.A references).

NUCLEAR ORGANIZATION OFFSITE EMERGENCY PLANNING ORDER S0123-NP-1 UNITS 1, 2 AND 3 REVISION 1 3 OF 9 III. RESPONSIBILITIES A. The Manager. Site Support Services is responsible to the Vice President Engineering & Technical Services for ensuring that the offsite emergency plans and activities and joint Emergency News Center (ENC) operations meet NRC regulations and conform to the Federal Emergency Management Agency (FEMA) and other regulatory guidance. This responsibility includes the following:

1. Coordinating offsite emergency plans.
2. Developing, supporting and implementing emergency plan training for offsites and joint ENC.
3. Coordinating public information and education programs with offsite jurisdictions and Southern California Edison (SCE) organizations.
4. Managing the joint ENC facility and operations.
5. Coordinate offsite emergency plan equipment and ENC equipment.
6. Coordinating offsite participation during drills and exercises.
7. Interfacing with State and local governments on all nuclear emergency planning issues and activities.
8. Coordinating with the Manager, Site Emergency Preparedness (SEP) to integrate offsite emergency planning plans and activities with onsite plans as appropriate.

B. Cognizant Functional Divisional Managers are responsible for:

1. Ensuring that joint ENC SCE support staff are provided.
2. Ensuring the coordination and identification of emergency plan training program requirements for ENC and offsite participants as appropriate.
3. Implementing or offering alternate solutions to drill deficiency corrective action recommendations.

C. The Manager, Operations is responsible to the Vice President, Nuclear Generation for ensuring that:

1. Offsite notification requirements are accomplished.
2. Siren inoperability is reported, as required by the NRC.

0. The Manager, Health Physics is responsible to the Vice President, Nuclear Generation for ensuring that equipment surveillance programs for offsite agreement hospitals are coordinated with OEP.

E. The Manager, Nuclear Engineering Design Organization (NEDO) is responsible to the Vice President, Engineering and Technical Services for providing offsite Community Alert Siren System modification design support.

F. The Manager, Facilities Management is responsible to the Manager, Site Support Services for coordinating new siren construction and maintenance/testing of the siren system.

IV. REQUIREMENTS A. COORDINATION OF OFFSITE EMERGENCY PLANS

1. Offsite emergency plans shall be maintained as part of the SONGS Emergency Plan and controlled copies shall be distributed to appropriate offsite agencies.
2. Activities relative to offsite emergency preparedness shall be coordinated with the Interjurisdictional Planning Committee (IPC) to ensure compliance with emergency plans, regulations and guidance.
3. Emergency plans, communications, and supporting equipment for SONGS shall be coordinated with Company, local offsite agencies, the Governor's Office of Emergency Services (OES) and FEMA.
4. The offsite Interjurisdictional Planning Agreement, medical provider agreements, mutual aid agreements and other agreements involving the local jurisdictions shall be reviewed annually and negotiated and maintained as appropriate.
5. Legislative support and regulatory liaison at the city, county, State and Federal levels (FEMA) regarding emergency planning issues shall be provided.
6. Access to government and community leaders relative to important issues affecting the Company shall be facilitated by participation in appropriate community relations activities.
7. Liaison with the United States Marine Corp (USMC), Camp Pendleton for SONGS Emergency Preparedness issues shall be provided.
8. Participation with inter-utility organizations shall be related to improving offsite emergency preparedness support to Company.

9. Changes to applicable NUREG's, FEMA guidance and industry information requests relating to offsite emergency planning shall be reviewed and comments provided as appropriate.
10.

The Emergency Plan Implementing Procedures on the SONGS Emergency Action Levels shall be provided to the State and primary offsite jurisdictions for an annual review.

11.

Additions, deletions or significant changes to the EALs made during a revision to the SONGS Emergency Plan will be reviewed and agreed upon by the State and primary offsite jurisdictions and documented by IPC meeting minutes.

12.

The annual review and approval of the Offsite Dose Assessment Center (ODAC) Plans and Procedures shall be coordinated with the IPC.

13.

The evacuation time study shall be reviewed annually. When there are significant changes related to population or construction of roads and highways that would affect the evacuation time estimates, changes to the Emergency Plan shall be coordinated with SEP.

14.

The offsite and OEP emergency planning programs shall be coordinated with onsite activities, as appropriate, by participation in quarterly Emergency Plan Council meetings, and in the planning meetings for drills and exercises.

B.

COORDINATION OF EMERGENCY PLAN TRAINING

1. Offsite training and ENC emergency plan training shall be developed and coordinated, as appropriate with the IPC.

Records shall be maintained as appropriate.

2. Assistance and equipment for offsite emergency plan training to meet regulatory requirements shall be provided. Reimbursement of approved state and local emergency planning expenses shall be coordinated with the OES.
3. The ENC Emergency Plan Training program content shall be reviewed annually. ENC training for SCE support staff shall be coordinated with the Nuclear Training Division (NTD).
4. Support shall be coordinated with the IPC for annual emergency plan training for the offsite Decision Makers, radiation monitoring teams, public information officers, news media, and offsite medical support personnel.

C. COORDINATION OF PUBLIC INFORMATION AND EDUCATION PROGRAMS

1. Public education programs will be conducted annually. Telephone book instructions for the EPZ and Public Education Zone shall be developed, reviewed, maintained, published and coordinated with the IPC.
2. SONGS tours and orientation programs for EPZ community leaders, government officials and visiting dignitaries shall be arranged and conducted.

D. COORDINATION OF EMERGENCY NEWS CENTER (ENC)

1. The joint ENC shall be maintained and operated by OEP.
2. The Emergency News Center guidelines shall be reviewed and updated annually to ensure effective operation of the joint ENC.

E. COORDINATION OF EMERGENCY PLAN EQUIPMENT/MAINTENANCE

1. The installation, maintenance, testing, reliability reporting and use of the Community Alert Siren System shall be coordinated with affected organizations per SONGS procedures. The use of the Emergency Broadcast System as the primary means for notifying the public of emergency information following the siren alert shall be coordinated with the IPC as appropriate.
2. Community Alert Siren System activities shall be coordinated with the IPC, FEMA, NRC, and SCE organizations. The activities include:

Construction of additional sirens.as required based on EPZ development.

Appropriate FEMA certification and documentation for acceptance.

An annual testing program of the siren system and a letter to FEMA Region IX stating the annual operability results.

Inadvertent siren activation.

Siren inoperability.

3. A quarterly ODAC radio test shall be coordinated with IPC participants.
4. An ENC equipment check shall be conducted by OEP quarterly or within 14 days of use in a drill or declared emergency.

5. The Offsite emergency radiation monitoring equipment contained in offsite Plume Survey Kits are maintained and calibrated by offsite jurisdictions on an annual schedule and are inspected and tested prior to use during drills, exercises or actual emergencies.
6. The procurement and distribution of Potassium Iodide for support of offsite activities and the procurement and distribution of TLDs for support of offsite activities shall be coordinated with the IPC.
7. The Radiation Emergency Medical Equipment Carts located at the agreement hospitals shall be-inspected and inventoried on an annual schedule or within 14 days of use in a drill or declared emergency.

F. COORDINATION OF DRILLS AND EXERCISES

1. Exercise scenarios shall be coordinated with offsite agencies to ensure compliance with regulations and guidance.
2. The onsite drill program and other required drills shall be coordinated in cooperation with Site Emergency Preparedness and offsite jurisdictions.
3. The annual drill schedule shall be coordinated and reviewed with the IPC. Offsite input shall be provided to SEP.
4. A contaminated injury drill that involves Site personnel, offsite ambulance services and at least one of the hospitals which have agreements with SONGS shall be conducted annually.
5. A field team communications drill between the SONGS Emergency Operations Facility (EOF), State and local Emergency Operations Centers (EOCs), and offsite field teams shall be conducted annually during a drill or the annual exercise.
6. An Ingestion Pathway Zone exercise shall be coordinated with local, State and Federal participants every six years.
7. Recommended improvements to the offsite and OEP emergency planning programs identified as a result of the drill and exercise critique process shall be coordinated with the IPC.

G. ANNUAL AUDIT

1. The annual Nuclear Oversight 10CRF50.54(t) audit shall be reviewed to ensure that the evaluation of the adequacy of interface with the State and local governments has been accomplished. The State and primary offsite jurisdictions will be informed on an annual basis of this audit, either as an agenda item in a regular meeting of the IPC or as a hard-copy transmittal item, whichever method will be most effective under the circumstances.

H. Records shall be retained per procedures listed in Attachment A.

I. TCNs and revisions to this order shall be forwarded to Compliance within 15 days of issue to facilitate NRC submittal requirements per S0123-XV-3.3, NRC Reporting Requirements.
