Dear Mr. Rainsberry,

I want to take the opportunity to acknowledge your efforts to set up and support the meeting with the NRC at the Southern California Grid Control Center in Alhambra, CA on May 27, 1998. The purpose of the meeting was for the NRC staff and its contractor, Oak Ridge National Laboratory, to meet with key load dispatch center and Southern California Edison staff to gather information on routine and non-routine operation of the grid that provides power to the San Onofre Nuclear Generating Station. This information is part of a generic study of the reliability of the offsite power sources provided to nuclear units and the effect that electrical industry deregulation may have on it.

You brought the right number and mix of staff to the meeting to address our detailed questions and the participants provided the appropriate level of detail to meet the needs of our study. Coordination of participation by representatives of the California Independent System Operator (CAISO) and the Western States Coordinating Council was also extremely useful to our staff. Also we found the visit to the satellite office of the CAISO to be very enlightening and enhanced our understanding of the recent implementation of deregulated electrical markets in California.

Based on the above, I want to express our sincere appreciation to you for facilitating this meeting which was both well-organized and highly effective.
