APPROVAL OF CHANGES TO THE QUALITY ASSURANCE PROGRAM DESCRIPTION FOR SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 1, 2 AND 3 (TAC NOS. MA1002, MA0981 AND MA0982)

Dear Mr. Ray:

By letter dated February 6, 1998, Southern California Edison (SCE) transmitted Change Notice 43 to the SCE Quality Assurance Topical Report SCE-1-A Amendment 19 dated December 1997, in accordance with 10 CFR 50.54(a). This revision identifies an alternative to previously approved provisions for lead auditor qualifications.

The staff has reviewed the submittal in accordance with 50.54(a) and determined that the proposed change to the quality assurance program is acceptable providing that the additional proposed quality assurance program controls are implemented to properly evaluate the demonstrated abilities of the prospective lead auditors. The quality assurance program continues to meet the requirements of Appendix B to 10 CFR Part 50 and meets the additional requirements of 50.34(b)(6)(ii) by discussing how the applicable requirements of Appendix B will be satisfied. The effectiveness of SCE's quality assurance program implementation will continue to be the subject of routine NRC inspections. The staff's safety evaluation is provided in the enclosure to this letter.

If there are changes to other previously agreed to and docketed commitments outside the quality assurance program description, SCE is obligated to revise those commitments in accordance with the governing change control process and notify the NRC as appropriate.
