Docket Nos. 50-206, 50-361, and 50-362 Revision 8 to the Site Emergency Plan San Onofre Nuclear Generating Station Units 1, 2, and 3 This letter transmits Revision 8 to the Emergency Plan for the San Onofre Nuclear Generating Station (SONGS). This revision 1) changes the requirement that all major elements of the emergency plan be tested from once every five years to once every six years, and 2) updates the letter of agreement with the Institute of Nuclear Power Operations (INPO). A summary of the changes is provided in Enclosure 1. The specific Emergency Plan changes are provided in.

This Emergency Plan revision will be effective on December 31, 1997.

Replacement pages for the SONGS Emergency Plan will be sent to the book holders of record by separate letter.

SUMMARY

OF CHANGES TO THE SONGS EMERGENCY PLAN Section 8.1.3 change:

Section 8.1.3, "Exercise and Drill Frequency," describes the means for testing major elements of the Emergency Plan. It currently states that an annual emergency exercise shall be held, and that the scenario shall be varied such that all major elements of the Plan are tested within a five year period.

Section 8.1.3.1, "Annual Emergency Exercise...." is being changed such that all major elements of the Plan will be tested within a six year period. This change from five to six years is consistent with the guidance in NUREG 0654, Rev. 1, Supp. 1. "Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants."

Section N.1.b of this NUREG states in part, "The scenario should be varied from exercise to exercise such that all major elements of the plans and preparedness organizations are tested within a six-year period."

The change in frequency for testing of major elements of the plan will not reduce the effectiveness of the plan. Currently, most major elements of the plan are tested more than once every six years. This change will simplify coordination with offsite agencies who test on a six year cycle. As such, the effectiveness of the plan is not diminished.

Update Appendix B (INPO letter of agreement):

The letter certifying that the agreement with INPO for emergency services (Appendix B) is being replaced with the most recent version. The terms of the agreement are unchanged, therefore this change does not decrease the effectiveness of the plan.
