Docket Nos. 50-206, 50-361, and 50-362 Revision 6.3 to the Emergency Plan San Onofre Nuclear Generating Station Units 1, 2, and 3 This letter transmits Revision 6.3 to the Emergency Plan for San Onofre Nuclear Generating Station (SONGS). This revision incorporates changes to the SONGS organization structure, changes in terminology associated with Plant Access training, and updates the Emergency Plan letters of agreement. These changes maintain the plan current and do not decrease the effectiveness of the plan.

The Offsite Emergency Planning group was identified as Nuclear Affairs and Emergency Planning and more recently as Emergency Planning and Public Affairs.

Effective July 1, 1996, the Offsite Emergency Planning group reports to the Manager, Site Support Services. The onsite Emergency Planning group is not affected by this change and continues to report to the Manager, Site Emergency Preparedness. The SONGS Organization figure on page 5-25 reflects the changes associated with the Offsite Emergency Planning group and other organization changes.

Plant Access training was previously identified as Red Badge training. An employee Red Badge is a photo identification badge used in conjunction with a hand geometry system to gain access to the protected area; it also allows entry into radiologically controlled areas when used in conjunction with the site's radiological exposure permit process. The Plant Access training program is under the General Employee Training Supervisor. The changes on pages 8-1 and 8-10 incorporate this change in terminology and supervisor title.

The letter of agreement between Edison and Life Flight, an air ambulance service company, is being replaced by a letter of agreement with Critical Air Medicine. Life Flight has ceased operations. Critical Air Medicine provides equivalent air ambulance service and has agreed to transport contaminated injuries from San Onofre to hospitals north or south of the plant. The new agreement is equivalent to the previous agreement with Life Flight.

-2 The letter of agreement between Edison and LifeFleet is being deleted from the SONGS Emergency Plan. LifeFleet was acquired by Medtrans. With the onsite ambulance service provided by the San Onofre Fire Department and the Critical Air agreement, San Onofre has arrangements for primary and backup emergency medical transportation; replacement of the LifeFleet agreement with an agreement with Medtrans is unnecessary.

The letter of agreement between Edison and the City of San Clemente for transportation of injured contaminated citizens is being removed from the SONGS Emergency Plan because the provisions are not pertinent to the SONGS Emergency Plan. The agreement addresses emergency medical service within the city of San Clemente and does not pertain to ambulance service at San Onofre.

Agreements addressing ambulance service in communities within the Emergency Planning Zone are not required to be included in the Emergency Plan, therefore this letter of agreement is being removed.

The enclosure provides the revised text for Revision 6.3 and the existing Emergency Plan text. The Emergency Plan revision will be effective on August 1, 1996.
