Amendment 18 to the San Onofre Topical Report SCE-1A, Quality Assurance Program Description Submitted for your information is Change Notice 41 to the Southern California Edison (Edison) Topical Report SCE-1-A. Major changes incorporated by this change notice include:

Relocation of portions of the San Onofre Unit 2/3 Technical Specification Section 6 Administrative Controls into the Edison Topical Report in accordance with NRC Administrative Letter 95-06, RELOCATION OF TECHNICAL SPECIFICATION ADMINISTRATIVE CONTROLS RELATED TO QUALITY ASSURANCE and the Technical Specification Improvement Program. The portions relocated include the Independent Safety Engineering Group, Nuclear Safety Group, and Onsite Review Committee responsibilities, Audits, Technical Review and Control, and Records.

Incorporation of NRC requested clarifications to Amendment 18 of the Edison Topical Report as identified in the enclosure to the referenced letter.

Changes related to organizations, titles, and minor editorial corrections.

These changes include the relocation of the Technical Specification administrative controls related to quality assurance requirements to the Quality Assurance Program as described in NRC Administrative Letter (AL) 95-06, dated December 12, 1995. Also included are clarifications requested by the NRC during their review of Amendment 18.
Reason for Change (including basis for concluding that the change satisfies the criteria of 10CFR50, Appendix B, and the quality assurance program commitments previously accepted by the NRC)i Relocation of Technical Specification administrative controls to the Quality Assurance Program and to update the SCE quality assurance program as required by 10CFR50.54(a).
Clarify the definition of Action Request Committee (ARC), add the definition of Important to Safety, clarify the removal of the NOD in-line approval of Action Requests, clarify the NOD review and audit of documents related to repair, and clarify the NOD review and approval of programmatic quality affecting procedures. These clarifications were requested by the NRC during their review of Amendment 18 to the Topical Report.
There is no decrease in commitment to the previous program as submitted in Amendment 18, dated March 1996.
