COMPLETION OF SAFETY CONCERNS INVESTIGATION This refers to our letter to you dated June 4, 1991 in which we indicated that we had received information that raised concerns regarding the operation of your San Onofre Nuclear Generating Station (SONGS). The NRC's Office of Investigations.(0I) recently completed an investigation into this matter.
Enclosed with this letter is a synopsis of the 01 Report on its investigation.
The investigation did not substantiate thatSouthern California Edison (SCE) had discriminated against an employee for raising safety concerns, or that SCE had improperly attempted to prevent employees from contacting the NRC. This concludes the Regional Staff's activities regarding these concerns.

SYNOPSIS On August 8, 1991, the Regional Administrator, Region V.
U.S. Nuclear Regulatory Commission (NRC), requested the Office of Investigations (01) to conduct an investigation to determine if a San Onofre Nuclear Generating Station (SONGS) Unit 1 electrician had been discriminated against because he had raised safety concerns.
SONGS is operated by Southern California Edison (SCE),
the licensee.
The 01 investigation focused on three distinct issues. The investigation substantiated thatha Unit 1 maintenance supervisor had instructed the alleger that he must first notify his supervision prior to contacting the NRC-or the licensee's Nuclear Safety Concerns (NSC) program during work hours.
There was, however, no apparent attempt to prevent the alleger from contacting the NRC or the NSC program, but to account for the employee's work hours and to insure timely job completion.
It was also substantiated that it was SCE's policy to permit employees to raise concerns to the NRC or the NSC program without prior notification of the concern to' SONGS management.
It was' obvious, however, that thelicensee's supervisory and management personnel desired that all concerns and issues be first brought to the immediate-supervisor for resolution.
The 01 investigation did not develop sufficient evidence to substantiate that the licensee had discriminated against the alleger for raising safety concerns.
