PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $50,000 will be issued on or about February 21, 1992 to Southern California Edison Company. This action is based on the licensee's failure to maintain the Halon fire protection system in the 4160 Volt switchgear room operable and the failure to provide the NRC complete and accurate information in the Licensee Event Report submitted regarding that situation. The two violations have been categorized as a Severity Level III problem. After considering the escalation and mitigation factors of the Enforcement Policy, no adjustment to the base civil penalty was made.
It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
Mailing of Notice February 21, 1992 Telephone Notification of Licensee February 21, 1992 The State of California will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
