Docket Nos. 50-206, 50-361, and 50-362 Radiological Environmental Monitoring Program San Onofre Nuclear Generating Station Units 1, 2, and 3 Technical Specification 3.18.1, Action B.3, to Provisional Operating License No. DPR-13 for San Onofre unit 1 and Section 5.1.1.d of the Offsite Dose Calculations Manual (ODCM) for San Onofre Units 2 and 3, require a special report to the commission within 30 days when required vegetable samples are unavailable from one or more of the sample locations. This letter provides the required report and identifies why samples and replacements were unavailable.

During the local crop sampling on December 31, 1990, only one vegetable was available at the San Clemente Ranch. A second vegetable type was not available due to the Camp Pendleton Marine Corps water allocation cutback to the ranch. Other gardens in the vicinity of San Onofre were searched, found to be in disuse, and therefore replacement samples were not available.

This condition was identified on March 13, 1991, during a data review. This report is being submitted late due to a failure of personnel to recognize that the missing vegetable samples required a report to the NRC. The Environmental Monitoring Program Plan and Procedures Manual (EMPP), and applicable station procedures will be revised to avoid reoccurrence and ensure proper notification.
