Ray, SCE, to NRC, dated January 25, 1990 We are in the process of completing our review of an amendment application that is being prepared, in part, in response to a Notice of Violation (NOV)
(Reference A).
The proposed amendment is a comprehensive change to the Technical Specifications for the safety injection system. We expected to submit the amendment by June 30, 1990; however, the many changes included in the submittal have required extending the review process beyond that normally needed. The proposed amendment is expected to be submitted by August 31, 1990.
Many changes have been necessary to revise the existing Technical Specifications to follow the guidance of the Standard Technical Specifications (STS), and to incorporate numerous design basis requirements. We are following the format and guidance of the STS as much as practical for preparation of this change. However, since SONGS 1 has a unique system configuration with shared components and flow paths, the application of the STS is not straight forward and additional information beyond that normally required by the STS is being added. The additional information being added to the proposed Technical Specification is requiring a more thorough review of this change.
The proposed amendment will revise the existing requirements for safety injection system operation to include specific requirements for the operation of the recirculation system, as commited to in our previous response (Reference B).
This will remove the potential for misinterpretation of the Technical Specifications that led to the NOV (Reference A).
In the interim period, until the proposed Technical Specifications are issued, we have emplaced administrative controls which clarify that the existing specifications apply to the recirculation portions of the safety injection system.
