Submittal of a Special 30-Day Report, Radiological Environmental Monitoring Program San Onofre Nuclear Generating Station (SONGS)
Units 1, 2, and 3 Technical Specification Section 3.18.2, Action B.1 of Appendix A, to Provisional Operating License No. DPR-13 for San Onofre Unit 1 and Section 3.12.2, Action "a" of Appendix A to Facility Operating License No.
NPF-10 and NPF-15 for Units 2 and 3 respectively require a 30-day Special report be submitted when a land use census identifies a new location which yields a calculated dose greater than the values currently being calculated.
The 1988 Land Use Census identified an expansion of the existing San Onofre Mobile Homes Park in Sector R such that its west border crossed the line into Sector Q at a distance of 1.3 miles, placing it closer than the previous nearest use in that sector (San Onofre Heights housing at 1.5 miles),
with a resulting calculated dose greater than that being then calculated in Unit 2/3 Specification 4.11.2.3.
A Special Report was not issued within 30 days. The report was not issued within the required time because personnel incorrectly interpreted the Technical Specification requirement to apply only if the change involved a new location. A routine surveillance of the Radiological Environmental Program by the Nuclear Oversight Division questioned the interpretation and, consequently, a determination was made it was not consistent with the intent of the Technical Specifications.
