NRC INSPECTION REPORT 50-206/96-06
Dear Mr. Ray:
On June 6, 1996, the NRC completed an inspection at your San Onofre Nuclear
Generating Station. The enclosed report presents the results of that
inspection.
The inspection included a review of activities associated with Unit 1 and
compliance with the Permanently Defueled Technical Specifications. During the
inspection, it was noted that the plant vent flowrate indicator had not been
functional since 1984. Another approved, but less accurate flowrate
determination method had been in use since 1984.
However, the failed flowrate
indicator condition had been identified and scheduled for repair dating back
to 1988. During the exit meeting, the Nuclear Regulatory Affairs Manager and
Operations Manager committed to provide the NRC a schedule on resolving the
design problems associated with the Unit 1 plant vent stack flow indication.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
