SUBJECT:

NRC INSPECTION REPORT 50-206/94-23

This refers to the special, announced team inspection conducted by NRC on

October 3-6, 1994.

The multidisciplined team was led by Mr. G. Michael

Vasquez of this office and consisted of individuals from NRC's Region IV

Office, the Office of Nuclear Materials Safety and Safeguards, and the Office

of Nuclear Reactor Regulation.

The inspectors are identified in the attached

report. The inspection included a review of activities authorized for your

.San

Onofre Nuclear Generating Station Unit I facility. At the conclusion of

the inspection, the findings were discussed with those members of your staff

identified in the enclosed report.

The inspection was conducted as part of an NRC initiative to ensure the safety

of spent fuel storage systems of shutdown reactors throughout the country.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress. No violations or deviations were identified.

The team concluded that your management controls, safety review process, and

self-assessment programs have been functional and effective. The material

condition of the plant was good.

Spent fuel pool water chemistry was within

technical specifications, and water clarity was excellent. The team also

found that licensee management had implemented oversight and self assessment

programs that were functional and appropriate for the shutdown and permanently

defueled condition of the plant. The licensee's actions and commitments in

response to Bulletin 94-01 were appropriate.

The team classified two areas as licensee strengths. The first was the

licensee's spent fuel accountability. This was important since spent fuel

from Unit I was also located in the spent fuel pools of Units 2 and 3. The

second strength was the licensee's training for certified fuel handlers and

for spent fuel bridge crane operators.

The training was found to be

However, the team identified one concern related to the long-term integrity of

the spent fuel pool liner. The team noted that because of the design of the

spent fuel pool leak detection well and the way licensee procedures were

written, poor quality water (perhaps from groundwater or as a result of

leaching from the concrete) could remain in contact with the outside of the

stainless steel spent fuel pool liner for extended periods of time. The team

was concerned that the licensee had not evaluated the long-term metallurgical

effects to the stainless steel from long-term contact with poor quality water.

As a result of the team's concern, the licensee committed to taking immediate

action by modifying its procedures to prevent waters from contacting the liner

until the condition could be evaluated, to performing chemical analysis of

water samples from the leak detection well, and to evaluating the potential

degradation that could occur to the stainless steel liner. The licensee also

committed to providing the NRC Region IV office with a copy of the results of

its evaluation within 90 days of issuance of this inspection report.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of

this letter and its enclosures will be placed in the NRC Public Document Room.
