REVIEW OF PROPOSED REVISION 6.0 AND REVISION 5.6 TO THE SAN ONOFRE NUCLEAR GENERATING STATION (SONGS) EMERGENCY PLAN This letter refers to proposed Revision 6.0 and Revision 5.6 to the SONGS Emergency Plan which were submitted to us by letters dated November 5 and December 20, 1993, respectively. Prior NRC approval was requested for proposed Revision 6.0, which incorporated changes resulting from the permanent shutdown of Unit 1. Revision 5.6, which incorporated 10 CFR 20 and EPA-400 terminology changes, was implemented without prior approval in accordance with the provisions of 10 CFR 50.54(q).
We have completed our review of the emergency plan changes and proposed changes. Ms. G. Good discussed the preliminary results of our review during January 25 and 26, 1994, conference calls with Messrs. C. Anderson, M. Zenker, and K. Bellis. Several follow-up calls were held during the period January 27 through February 2, 1994, to obtain additional information about one.of the changes. We also contacted the Federal Emergency Management Agency (FEMA),
Region IX.
Our review indicated that all of the changes in Revision 5.6 and all but one of the proposed changes in Revision 6.0 continued to meet the standards in 10 CFR 50.47(b) and the requirements of Appendix E to Part 50. A proposed change to Section 8.4 of the emergency plan would eliminate the annual frequency for dissemination of public information instructions. The description of this proposed change provided by your staff indicated that this section was being revised to "eliminate the erroneous implication that emergency planning instructional material is distributed annually." We cannot approve this proposed change since yearly dissemination is required by 10 CFR 50, Appendix E, Paragraph IV.D.2. Moreover, this letter calls your attention to the need to follow all of the provisions of your currently approved emergency plan if you are not doing so.

2 Your practices for disseminating public information instructions will be examined during a future inspection. We consider this issue to be an unresolved item. An unresolved item is a matter about which more information is required to ascertain whether it is an acceptable item, a deviation, or a violation.
All of the other changes were considered acceptable. The changes resulting from the permanent shutdown of Unit 1 were consistent with plant status and did not appear to have a negative effect on existing emergency plan requirements for Units 2/3. During the January 26, 1994, conference call, your staff agreed to correct several relatively minor issues prior to the implementation of Revision 6.0.
The most significant issues involved inconsistencies with 10 CFR 20 and EPA-400 terminology.
Based on the results of our review, and the actions planned by your staff, we approve the changes and proposed changes to your emergency plan with the exception of the proposed change to Section 8.4.
