NRC INSPECTION REPORT 50-206/93-28, 50-361/93-28,

AND 50-362/93-28

During the period August 18 through November 22, 1993, Ms. G. Good of this

office conducted an in-office inspection of activities authorized by NRC

License Nos. DPR-13, NPF-10, and NPF-15. At the conclusion of the inspection,

Good discussed our findings with members of your staff identified in the

enclosed report.

The in-office inspection was conducted to review Revision 10, Temporary Change

Notice (TCN) 10-1, and Revision 11 to emergency plan implementing procedure(s)

S01(23)-VIII-1, "Recognition and Classification of Emergencies." These

procedures were submitted in accordance with the provisions of 10 CFR

50.54(q).

Based on the results of this inspection, it appears that one of your

activities was not conducted in full compliance with NRC requirements as

discussed in Section 2 of this report. This violation will not be subject to

enforcement action because your efforts in identifying and correcting the

violation meet the criteria specified in Section VII.B of the Enforcement

Policy.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

Should you have any questions concerning this inspection, we will be glad to

discuss them with you.
