EMERGENCY PLAN EXERCISE September 15, 1993 SCOPE The 1993 annual exercise will be conducted at Unit 2 on September 15, 1993 from 0800 until about 1400. The exercise will begin at the Alert level and escalate to a General Emergency. All Emergency Response Facilities will be activated except Unit 1. The operating crew will be staged at the Unit 2 simulator. Non-emergency response personnel at certain work locations will be required to respond to exercise announcements.
Alert declaration requires that on-shift personnel classify the event, notify plant personnel, initiate a recall of SONGS emergency response personnel, and make the necessary notifications to offsite agencies.
Extent of play of local offsite jurisdictions is in accordance with agreements between each participating jurisdiction and FEMA that have already been forwarded to FEMA under separate cover by the California Office of Emergency Services. The following offsite Emergency Operations Centers (EOCs) will be fully staffed:

Dana Point
- 4.
San Clemente
- 5.
San Juan Capistrano
- 6.
California Park Service The State Operations Center will not be activated.
This exercise specifically tests the ability of State and local jurisdictions to respond to a radiological accident at SONGS that results in a release of radioactivity beyond the Site Boundary, but within the EPZ, consistent with FEMA Guidance.
The following activities will be simulated during the. exercise:
- 1.
Beach evacuation.
- 2.
Public protective actions (sheltering and evacuation).
- 3.
Activation of the Community Alert Siren System.
- 4.
Use of the Emergency Broadcast System.
- 5.
Potassium iodide use.
- 6.
Silver zeolite cartridge use.
- 7.
Assembly and evacuation of site personnel with the exception of limited assembly at selected locations.
- 8.
Use of emergency response security measures.
- 9.
Activation of plant equipment (onsite emergency sirens will be sounded).
- 10.
NRC Red Phone contact shall be simulated unless requested otherwise by NRC during the exercise.
- 11.
SCBA use shall be exercised if required by scenario conditions, however such use shall be limited to a demonstration of proper techniques, including donning and doffing, bottle change-out and communications.

EMERGENCY CLASSIFICATION Demonstrate the ability of the Control Room and the TSC to recognize accident conditions, and to declare the appropriate emergency classification as soon as possible following the recognition of abnormal plant conditions. (NUREG 0654 D)

CONTROL ROOM COMMUNICATIONS Demonstrate good control room simulator communications and good communications with operators in the field, consistent with S0123-O-44, "Distribution and Acknowledgement of Information." (NUREG 0654 F.1.d)

PROTECTIVE ACTION RECOMMENDATIONS Demonstrate the ability to make timely and appropriate protective action recommendations throughoutthe event. (NUREG 0654 J.7)
- 4.
EMERGENCY RESPONSE FACILITY AUGMENTATION AND STAFFING Demonstrate the prompt augmentation of on-shift emergency response personnel and timely activation of the OSC, TSC and EOF. (NUREG 0654 H.4).
- 5.
DOSE PROJECTIONS Demonstrate the ability to make dose projections. (NUREG 0654 1.3)
- 6.
NOTIFICATION OF OFFSITE AGENCIES Demonstrate the ability to provide clear, timely and accurate notifications to offsite agencies within specified time limits using the available communication systems. (NUREG 0654 E.1, E.3, E.4, F.1.a,b)
- 7.
BACKUP COMMUNICATIONS Demonstrate the ability to use a backup method (with a primary notification system removed from service) to notify offsite agencies of the status of the event. (NUREG 0654 F.1)
- 8.
ODACINTERFACE Demonstrate the ability to provide the ODAC team in the EOF with timely information on the status of the event. (NUREG 0654 B.6)
- 9.
PRIORITIZING EMERGENCY RESPONSE ACTIONS Demonstrate the ability to establish priorities for emergency response tasks and to communicate these priorities among emergency response facilities and to appropriate persons within the facilities. (NUREG 0654 H.9)

DOSIMETRY Demonstrate OSC logging and issue of dosimetry, and the ability to acurately control exposure of emergency response personnel, without inappropriately delaying emergency response teams involved in critical actions. (NUREG 0654 J.6 and K.2)
