SUBJECT: NRC INSPECTION REPORT NOS. 50-206, 361, 362/93-26

This refers to the routine inspection conducted by C. W. Caldwell,

J. J. Russell, D. L. Solorio, and D. F. Kirsch, of this office, and C. M.

Regan, of the Office of Nuclear Reactor Regulation, on July 29 through

September 1, 1993, of activities authorized by NRC License Nos. DPR-13, NPF-10

and NPF-15 and to the discussion of our findings held by the inspectors with

OMr.

R. W. Krieger and other members of the Southern California Edison Company

staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed inspection

report.

Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

No violations of NRC requirements were identified within the scope of this

inspection. However, we were concerned that NRC inspectors identified a

significant hydraulic oil leak on a Unit 2 main feedwater isolation valve that

had not been identified by your staff. If left uncorrected, this leak had the

potential to cause a Unit 2 reactor trip.

Further management attention is

warranted to highten your staff's attention to equipment irregularities as

they conduct plant tours.

We also consider that your efforts in the area of risk management to be a

significant strength. Your efforts to put into place an on-line "risk

monitor" is indicative of your innovative actions and industry leadership in

this area.

We urge you to continue your extensive use of risk assessment

during power operations and refueling outages.
