NOTICE OF VIOLATION Southern California Edison Company Docket 50-361 San Onofre Nuclear Generating Station License NPF-10 During an inspection conducted July 12 -

16, 1993, a violation of NRC requirements was identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:

TS 6.11 requires procedures for personnel radiation protection to be prepared consistent with the requirements of 10 CFR 20 and shall be approved, maintained, and adhered to for all operations involving personnel radiation exposure.

Licensee procedure SO123-VII-7.4, "Posting," Revision 16, dated January 14, 1993, establishes radiological posting requirements. Section 6.1.3, states that each accessible area having radiation levels greater than or equal to 100 mrem/hr measured at 30 cm from the source or sources, shall be identified as a High Radiation Area and shall be conspicuously posted with a sign bearing the radiation caution symbol and the words "CAUTION HIGH RADIATION AREA."

Contrary to the above, on July 13, 1993, an accessible area having radiation levels of 125 mrem/hr, measured at 30 cm from reactor coolant pump P-001 drain line, was not conspicuously posted as a high radiation area as required This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Southern California Edison Company is hereby required to submit a written statement or explanation to the U.S.

Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington D.C.

20555, with a copy to the Regional Administrator, Region V, and a copy to the NRC Resident Inspector, San Onofre Nuclear Generating Station, within 30 days of the date of the letter transmitting this notice. This reply should clearly be marked as a "Reply to a Notice of Violation," and should include: (1) the reason for the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

If an adequate reply is not received within the time specified in this Notice, the Commission may issue an order or demand for information as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
